To be able to hide the "Discounts and Incentives" bubble on the proposal, If there are none applicable. Customer seeing ZERO "Discounts and Incentives" is not an incentive.

Need to remove the “discount/rebate” from the pricing details if there isn’t anything selected that would apply.
