Permission to control who can order expedited design orders

Choose whether or not arrays are grouped on the shade report
Currently, any two (or more) panel arrays that share the same azimuth, tilt, hardware and spacing are grouped on the shade report.
The Energy Trust of Oregon pay their incentive on a per-array basis, meaning it can be advantageous to present arrays separately, where one array qualifies and the other doesn't. This user thus wants to be able to choose if arrays should be grouped or not

Edit panel offset for an array that is already created
We currently only allow users to choose between a "full" or "half" panel offset before an array is placed. This user wants to be able to change that after the fact (rather than having to delete the array and start again)

Formula Based Custom Placeholder Results to be Limited to 3 Numbers After Decimal
Client is requesting custom placeholders set with formula to limit the amount of digits after the decimal when presented on their contract.
Current behavior: Formula will calculate properly, but the number presented on the contract is showing upwards of 11 digits after the decimal of the main number (Screenshot attached)
Client is requesting remainder digits after decimal point of main number be limited to 3 digits.

Flat roof azimuth auto rotation: request for toggle to disable
User wants a toggle to disable the azimuth line auto snapping to south on flat roofs. That behavior is separate and has no documented toggle to disable it.
