Support EV Consumption as a Material Adder

Allow users to predefine EV consumption and add it to their proposal (in addition to existing consumption under Utility Settings).

It would be great to have additional Material categories to group Material items (such as EV Chargers) that could be included in the PV Solar and Storage Projects.

Hi Team-
We would like to be able to add additional materials such as EV chargers and mini-split heat pumps into materials. Also it would be great to have them show up on the splash page like storage currently does.
