User Permissions Toggle to "Remove Extra Project Costs"
This permission needs to be to "add & remove" projects costs (not just add). This is a real problem when a team member accidentally adds an extra cost they then can't erase it. But we don't want to give sales estimators access to edit extra project costs, just add or remove project costs.

Added ability to enable or disable extra costs and discounts at the project level. When an item has been added using the "+" icon, a toggle appears next to it.
Turning the toggle off will exclude the item from the design’s financial calculations.
