As in installer, showing "Minimum Fee" & "Fixed Charges" on breakdown is confusing

When they are the same, we should only display one.
When one is higher, we should only display that considering only 1 number is considered.

Minimum Fee and Fixed Charges are listed as two separate line items in the Monthly Breakdown.

However, we currently only use the higher of the two values when calculating the Monthly Utility Bill.

If a value is not used to calculate the utility bill it should not be shown in the list of items used to calculate the bill, as this causes client confusion.
