Allow Account Owner to delete proposals

Jeremy Jobe called in and pretty frustrated that the tool does not provide the option to delete the proposals they do not want to see. He is asking at least the Acct Owner have access to this feature.

    Need a way to delete jobs if I choose. Not archive, actually delete them.

    The user wants deleting projects to be easier/user-friendly.
