Allow users to choose lidar data set

Departing Load Charges
The users need "Departing Load Charges" for Non-Export solar systems in California to be modeled in Solargraf and these charges to be included in the remaining solar bill calculations.
The CPUCs in California add "Departing Load Charges" to Non-Export system clients.
Initial research showed these charges are not explicitly listed in Genability tariffs and must currently be added manually as custom costs.I can confirm that these charges are already incorporated into the pre- and post-solar tariffs of California utilities. The utility has indicated that this rate schedule consists of multiple charges, all of which are reflected in our tariffs.

Include system and battery details in reports
Reports should clearly indicate which system types were quoted and whether the proposal included a battery system.
Adding this information would make reports easier to review and more useful for tracking what was bid.

Per the DSIRE database it is still active, but I am seeing that in Solargraf, its been noted as "Ended August 18th 2025"
In addition, I did notice that it gave the maximum allowable amount, instead of utilizing pricing that fluctuates based on what is selected to be installed. I have a sales rep who is saying that a 10C battery proposal should have a $7500 amount, and an $8250 amount for a 20C (2x 10C) batteries. The incentive is capped at $10,800 but I don't…

Pull Existing system data from enlighten app into Solargraf for system expansions
The idea would be if a client inputs an address that exists within the Enphase enlighten app, we can then pull the existing system data for that site and make the system expansion process faster and easier on the predesign page.
