Departing Load Charges
The users need "Departing Load Charges" for Non-Export solar systems in California to be modeled in Solargraf and these charges to be included in the remaining solar bill calculations.
The CPUCs in California add "Departing Load Charges" to Non-Export system clients.
Initial research showed these charges are not explicitly listed in Genability tariffs and must currently be added manually as custom costs.
I can confirm that these charges are already incorporated into the pre- and post-solar tariffs of California utilities. The utility has indicated that this rate schedule consists of multiple charges, all of which are reflected in our tariffs.

The DWR Exemption has been added as a rate criteria with a default value of False. To include it in the calculation, it must be set to True, as the TMDL rate schedule specifies that this exemption applies only to TMDL and CARE customers.
These tariffs don't currently show in Solargraf but are in Genability's data base.
